The position is responsible for providing technical advisory services on policies and for their implementation in the areas of sustainable enterprise development and job creation; analysing trends and developments; providing assistance in the identification of country priorities, strategies and programmes and related research and analytical needs; designing and supporting the implementation and evaluation of development cooperation programmes and projects; developing and using capacity building materials and technical tools. The position will work with specialists of various technical disciplines, who provide technical support and guidance to ILO activities in the countries for which they have geographical competence. The mix of technical skills in each DWT/CO is intended to enable the ILO to respond effectively to the cross-programme nature of the services expected of the Organization; to ensure that the interests of the tripartite constituencies are respected in the design and execution of field activities, and that appropriate links are maintained among the various means of action of the ILO.


The position will report to the DWT/CO-Yaoundé Director and will receive technical guidance and advice from the Director of the Enterprises Department at ILO headquarters.

Specific Duties
1.Advise government and social partners in countries in the sub-region on the design and implementation of sustainable enterprise development and job creation policies and programmes within the framework of the Decent Work Country Programmes.
2.Provide technical services to countries covered by the ILO Country Office in Kinshasa and DWT/CO-Yaoundé on the design, management, and evaluation of projects in enterprise development and job creation programmes, institutions and strategies, in line with the ILO Decent Work Agenda.
3.Develop and implement coherent job creation strategies that include applying ILO approaches and tools in the areas of micro and small enterprise development, multinational enterprises, management and corporate citizenship, social enterprises and cooperatives, productivity improvement, business resilience, local economic development, green jobs, gender, entrepreneurship, market systems analysis, employment injury and social finance.
4.Develop and review institutional frameworks and provide technical advice for strengthening such frameworks, in which ILO constituents can best improve, implement and evaluate efficient and equitable enterprise development programmes.
5.Undertake policy, programme and project development work on sustainable enterprise development and prepare new development cooperation programme/project proposals.
6.Undertake resource mobilization activities with the multilateral and bilateral donor community for the development of future activities on sustainable enterprise development in coordination with the Regional Office, DWTs and the Partnerships and Field Support Department at ILO headquarters.
7.Prepare working papers and articles on aspects of the Organization’s sustainable enterprise development and job creation programme. Advocate and disseminate information on programmes/projects through publications, press releases and other means of communication.
8.Organize and conduct capacity-building for national constituents; promote and ensure knowledge sharing.
9.Perform other relevant duties as assigned.
