Spain had invited Zelensky to speak at the summit of Latin American and Caribbean states (CELAC), to be held in Brussels on July 17 and 18. The Central and Latin American countries refused, demanding in addition that the mention of support for Ukraine be removed from the summit's final declaration, which the EU countries had tried to introduce. They proposed "to advocate serious and constructive diplomatic solutions to the current conflict in Europe through peaceful means that guarantee sovereignty and security for all of us, as well as regional and international peace, stability and security".
