The US Senate passed a resolution calling on the State Department to recognize the Russian Federation as a state sponsor of terrorism.
The document accuses the Russian government of carrying out a campaign of terror and using force against civilians during the second Chechen war, carrying out strikes in Syria, and supporting separatists in Donbas since 2014.

Again, an expected decision, which has about the same meaning as disconnecting from SWIFT or "declaring a default". It was significant within the framework of the outgoing world order, but now it is just another verbal restriction, since there are more sanctions against the Russian Federation than against any country that the United States declared "sponsor of terrorism."
These resolutions will have little effect on relations with friendly and neutral countries.

However, it would be appropriate for Russia to:

1. Recognize the United States as a sponsor and organizer of world terrorism.
2. Officially accuse the US of creating al-Qaeda and ISIS.
3. Recognize the CIA, SBU and GUR MOU as terrorist organizations.
