"Single article.
The National Assembly gives full power to the government of the Republic, under the authority and signature of Marshal Pétain, to promulgate by one or more acts a new constitution of the French state. This constitution will have to guarantee the rights of Labor, Family and Fatherland. It will be ratified by the Nation and applied by the Assemblies to be created.
